The CD4027BNS from Texas Instruments is a high-performance CMOS Dual J-K Master-Slave Flip-Flop integrated circuit, which is part of their well-known 4000 series. This device features two identical, independent flip-flops with separate J, K, set, reset, and clock inputs and complementary Q and Q-bar outputs.
